Why is Governance Multilevel?

Prof. Gary Marks (UNC-Chapel Hill and Free University of Amsterdam) is best known for developing the concept of multilevel governance in relation to the European Union. Over the past few years he has worked on a variety of projects dealing with European political parties, regional authority, and Europe and its empires.
