Success and Challenges for the EU External Cultural Relations

This panel will consider a key element in the EU’s external action in the field of cultural heritage over the past few years, namely the protection and enhancement of cultural heritage in conflict and crisis. Our speakers will first consider the recent shift in thinking about heritage in conflicts and how this shift allowed the EU and its Member States to (re)claim a space in international relations. Whilst the EU has dealt with the fight against the trafficking of cultural goods as a source of financing terrorism, it is now also going further than addressing cultural heritage through the prism of security. In the framework of its integrated approach to security and peace, the EU has been developing a new political framework to integrate cultural heritage as a vector for peace, reconciliation and development in its external engagements.

Looking forward, speakers will also consider the possible opportunities in the EU-US relations offered by the new US presidency and the multi-year EU budget programming, including opportunities for dialogue and combined action in the field of cultural heritage in transatlantic relations and worldwide.
